Chapter 366: Trial him? No!
Although the comrades in the Bureau of Standards and Regulations could not understand why the three companies came up with such a mysterious decision to put the 17th Ministry of Machine Building in the first place for such a purely computer technology standard, the quality of the application materials themselves was still very high.
The purpose, significance, innovation, status of relevant domestic and international standards, research content, personnel input, resource input, funding source, funding use plan, etc. are all included. It can be said that the entire application document has a well-proportioned structure, rich flesh and blood, meaningful content, and clear goals.
Of course, what also puzzled them was why the leader was a level 6 engineer from the th Ministry of Machine Building.
Compared with Gao Zhendong's other work, his work in computers was more widely known to the outside world. Among other things, the C language was spread to the United States, and standards, papers, and tutorials were all sent there. He also made a small profit in foreign exchange.
Therefore, in terms of computers, Gao Zhendong's existence was not concealed, and this was also the effect that the National Defense Work Committee, the 17th Ministry of Machine Building and other ministries and commissions wanted to achieve.
This question about the leader is not important. The three applicants have no objection when they jointly submit the application. The Standards and Regulations Bureau will naturally not make trouble or have any other ideas.
What excited the Bureau of Standards and Regulations was that there was a sentence in it: "This standard is currently blank internationally."
The three ministries dared to say this together, so I think there shouldn't be any big problem. Technically speaking, it may not be possible to do it, but it is certain that they have the ability to do it.
Seeing that everyone had almost digested the document, the director of the Bureau of Standards and Regulations took a sip of tea and said, "Have you all finished reading it? What do you think? Tell us."
"Is this the first unsolicited application we've received from outside the mechanical industry? Based on this, I think we can support it."
Everyone knows the story of buying horse bones for a thousand gold coins.
"My starting point is different from yours. Judging from the quality of the application itself, it is very high. It seems that they are determined to win. The three ministries have joined forces, and the workload is huge. The resources and manpower are guaranteed to the extreme. If we really want to do this now, there may be no better than them."
"I think from the perspective of hard power, there is no need to discuss this. From the perspective of necessity, it is also necessary. Now that transistor computers have begun to be deployed in large numbers and there is a lack of application programs, it is indeed necessary to promote the relevant standards for programming."
"That makes sense. As far as we know, computers of this specification are one of the few high-tech fields in China that are not lagging behind the rest of the world. We have even exported them to Russia and Gaul. This standard is practical and advanced."
"Not only that, in terms of software development, our computer language standards, papers and teaching materials for programming have even been exported to the United States. In this regard, since we have some bright spots, we must support them."
"I think everyone has seen the standard outline and preliminary content they provided. They are very detailed and instructive. I think there is no need to discuss this matter."
Everyone's opinions are one-sided, but the process still has to be followed.
Seeing this, the director of the Standards and Regulations Bureau did not waste any more time.
"Since the opinions of the comrades are very consistent, let's not waste time discussing it. However, the whole process must be carried out. This is the first time for us to take the initiative to apply for the compilation of standards. We should take this opportunity to go through the whole process again. It can be regarded as the three major ministries taking care of us and giving us a chance to practice and take an open-book exam."
He said this very modestly, but there was nothing he could do about it. These three ministries were all huge entities. Although the Bureau of Standards and Regulations was the standard management agency, things were generally very delicate.
At the same time, what he said is not wrong. The approval process for actively applying for the compilation of national standards has never been truly practiced since it was formulated, so it is a good thing to practice it.
Everyone agreed, so the director arranged: "The comrades in charge of the review will contact several experts after the meeting and bring this material to a meeting for review according to the process."
After talking about this, the director changed the subject and talked about what he really cared about.
"I'm thinking, since the standard conditions are so good, should we just go all out and promote it internationally?"
This was what excited him the most. Ever since he saw the words "international blank", this idea had been lingering in his mind and he couldn't get rid of it.
Theoretically, we now have the conditions. As early as 1957, we joined IEC (International Electrotechnical Commission) and can participate in and carry out IEC-related international standard work.
One of the tasks of IEC is international standardization in the fields of electronics and electrical engineering.
Let’s take an example to make it clear. ISO/IEC 9899:1990 Programming languages C is the C language standard released by the International Organization for Standardization in 1990, which is the International Organization for Standardization version commonly known as ANSI C89.
But for many things, being able to do in theory and being able to do in practice are two different things.
Let alone the 60s, it was not until the 90s that we really started to work hard on international standards.
There are technical reasons and some other reasons, such as the dispute between the two camps, but the main reason is technical. As the head of the Standards and Regulations Bureau, he still has a grasp of the development of technology. At least he is sure that at that time, IEC did not have standards for software development documents, or in other words, there were few standards related to software compilation.
Can you put a satellite on this matter?
As soon as the director said this, the minds of the participants began to move. Yes, this thing has the potential to become an IEC standard.
As the only international organization related to standards that we have joined so far, the Guidelines for Software Documentation are professionally relevant and suitable for the field for IEC, while also being advanced, practical, and necessary.
Other international organizations have nothing to do with the Bureau of Standards and Regulations, but the only IEC is their stage.
Although there was a stage, there was no dance to perform. However, these three ministries happened to come up with such a dance.
The technical comrade of the Bureau of Standards and Regulations thought about it and his eyes lit up: "Director, we might as well be bolder."
"Be bolder?" The director was a little unresponsive. I'm already bold enough, okay?
"Yes! Be bold."
She is in charge of technology, and has a better grasp of technological developments than the director. She can also remember more things and talk about them eloquently.
"In addition to this standard, if I remember correctly, we have a de facto standard for computer language that has been promoted overseas and widely used. Moreover, the name of this language is very meaningful and closely related to us. It is naturally suitable for external publicity."
When she said that, the director remembered: "Ah, you are talking about C language?"
The technical director nodded: "Yes, and according to the feedback from the Institute of Science and Technology Information, this C language is very popular abroad and has a good foundation for international standard work."
The director's eyes lit up and said, this is not bad.
"Which unit developed this standard? Let's contact them. Let's push it together and give it a try. It would be a shame to push these two standards, which are so good."
The technical director laughed and said, "I just remembered it when I saw the application for the software documentation standard. Although I don't know the company, the person who invented the C language and compiled this standard is the leader of the software documentation standard, Comrade Gao Zhendong from the 17th Ministry of Machine Building."
It was when she saw Gao Zhendong that she thought about this for a while before remembering this matter. Coincidentally, the director also wanted to go out to sea to try his luck, so she brought it up together.
After she said this, everyone understood why the 6th Ministry of Machine Building was ranked first in this application and the leader was a level engineer of the th Ministry of Machine Building.
As for the software industry, even in the future, it will be the least seniority-based industry in the technical field. Professional titles are evaluated based on examinations. Those who have passed the software examinations are basically recognized by the personnel departments of all provinces. Those who have passed the senior examinations will be recognized as associate senior professional titles, and those who have passed the intermediate examinations will be recognized as intermediate professional titles.
Of course, the evaluation and appointment are separated. Whether there is an organization hiring or not is another matter. But when it comes to participating in bidding, it is a hard and fast rule, and no evaluation expert dares to deny it.
Since this person was the one who invented the C language, it was normal that he would also take the lead in developing the software documentation standard. The director was delighted: "Then let's make a preliminary decision. This software documentation standard will serve as the seed for our international standard work. At the same time, we will contact Comrade Gao Zhendong to include the C language standard in this."
He made the final decision, and the comrades from the Bureau of Standards and Regulations dispersed and, according to their respective division of labor, implemented the review work of the "Guidelines for the Preparation of Software Development Documents" as a national standard, as well as the inclusion of the C language in the seed scope of international standard work.
Unexpectedly, neither of these jobs went very smoothly.
As one of the three joint applicants, it would be inappropriate for the 12th Ministry of Machine Building to ask experts to review this matter. It would be like being both a player and a referee.
Without this largest expert pool in the computer field, the Bureau of Standards and Regulations had to look for experts in other units, and they had to be units in Beijing. People from other places could not make it here, and transportation was not very convenient these days.
What surprised the comrades from the Bureau of Standards and Regulations was that all the software personnel they contacted were very enthusiastic and interested at first after hearing about this matter, but the situation took a turn for the worse when they learned about the details.
"Yes, no problem, no problem. The software documentation standards are interesting. I must have come to the right place, comrade. Who is the organization being reviewed?"
At that time, many regulations were still not perfect, and when they heard that there were 17 machine-building ministries among the units to be reviewed, their tone changed.
"The Seventeenth Ministry of Machine Building? Wait, who is the project leader? His surname is Gao??!! Oh, sorry, comrade. Review him? I won't go! Right, right, right. No! No! No matter what, I won't go!"
